Do you agree with Obama’s economic Lawrence Summers that uneployment benefits create jobs?

Here is what Mr. Summers writes today in the WSJ:

“The most important economic impact of extending temporary relief through unemployment insurance is to increase consumer spending, thereby contributing to employment, not to prolong joblessness.”
