Question about gift tax?

This might be a silly question, but it still interests me. I haven’t been able to find a well explained answer by searching on the internet.
My question is about the purpose of gift tax. Especially in the situation where someone would win the lottery and want to give alot (25 million or so) of money to a friend. Wouldn’t the money have already been taxed when that person won the lottery. So it would just get taxed again when the friend got? And then it would get taxed even again if that friend decided to give some of that 25 million to another friend? I’m sure the tax law is there to prevent some loopholes, but i’m having a real difficult time finding the reason to tax money everytime it changes hands. Any help would be much appreciated. Thanks.


The purpose of estate and gift tax is to keep wealth from accumulating in a limited number of hands. For the most part, gift tax is not a big deal except for the very rich.
