Child Support forms to join the Navy?

My Brother wants to go to the navy but his girlfriend just had his baby and now the navy won’t take him unless he shows some type of document that he is paying child support for my nephew. Well first of all he doesn’t have a job. The reason he wants to go to the navy is so he CAN support the baby. What document do they need? And if it’s child support docs that we have to file, what forms? Does anyone know? I tried to search online but there were so many for Family Law and Child support. Please help. Thanks!
